SEALED ITEM RATE TENDERS IN TWO COVERS SYSTEM FOR THE CONSTRUCTION OF “First floor school building at, Golden Ray International Public School, sy no.45/2, Gorinabele Village, Kasaba Hobli, Nelamangala Taluk, Bangalore Rural District - 562123 are invited by HONORARY SECRETARY, RAJAJINAGAR PARENT’S EDUCATION SOCIETY®,CA-2, 69th Cross, 5th Block, Rajajinagar, BANGALORE-10 Hereinafter referred as “EMPLOYER” from well-reputed pre-qualified contractors having experience of executing such works.

1. TENDER DOCUMENT AVAILABILITY

Tenderers are advised to go through all the documents in connection with this contract very carefully. The tender documents can be obtained between the dates 08/02/2025 & 12/02/2025 from the office of:

On payment of Rs. 5,000/- (Non-refundable) in the form of DD in favour of Rajajinagar Parents Education Society payable at Bangalore.

2. SUBMISSION & OPENING OF TENDER

Sealed tenders in separate covers, one containing the technical bid and the second containing the commercial bid, are to be submitted in a common sealed cover to:

Tender documents will be issued between: 08/02/2025 and 12/02/2025 during office working hours 10.30 am to 4.00 pm (except on 09/02/2025, Sunday holiday).

Date of opening of tenders: 15/02/2025 at 11.00 AM at RPES office Board Room.

3. NAME OF THE WORK

Construction of First Floor Building at Golden Ray International Public School, Sy No.45/2, Gorinabele Village, Kasaba hobli, Nelamangala Taluk, Bangalore Rural District.

APPROXIMATE COST: Rs. 60 lakhs (Rupees sixty lakhs)

LAST DATE FOR SUBMISSION : 14th February 2025 at 4.00 pm. Any tender received after the due date and time will be rejected .

4. ELIGIBILITY CRITERIA:

The bidder should have at least 5 years experience in construction of similar buildings and should have a civil engineering background with necessary Technical Team.

TENDER SUBMISSION: The tender should be submitted in a sealed envelope, superscribed with the tender number and name of work as mentioned above to Hon.Secretary, Rajajinagar Parents’ Education Society, CA-2, 69th Cross, 5th block Rajajinagar, Bangalore – 560 010, on or before 14th February 2025 at 4.00 pm. The tenderer should submit Technical bid and Commercial bid in two separate sealed covers and both the covers to be put in a single sealed cover.

5. EARNEST MONEY DEPOSIT (EMD) :

The bidder should submit an EMD of Rs.1,80,000/- (ie., 3% of the estimated cost of civil work or tender value) in the form of DD payable in favour of Rajajinagar Parents’ Education Society enclosed alongwith the Technical bid as mentioned above. Any other form of EMD will not be accepted.

6. PERIOD OF COMPLETION OF WORK :

All works should be completed within 3 months from the date of award of contract.

EMD of the unsuccessful tenders will be refunded without any interest within 15 days from the date of opening of the tender.

7. PERFORMANCE GUARANTEE :

The EMD of successful bidder will be converted into performance guarantee which will be refunded after 12 months from the date of handing over the building. The Tenderer has to give warranty in writing for workmanship valid for THREE YEARS from the date of handing over possession. Any defects noticed in construction or workmanship should be rectified/repaired within one week from the date of intimation by RPES free of cost during warranty period.

TDS will be deducted as per norms at the time of payment from each running bill and final bill.

8. PERIOD OF VALIDITY :

The tender shall remain valid for acceptance for a period of 60 days from the date of opening of the tenders. If any tenderer withdraws his tender before the said period or make any modifications in terms and conditions of the ender, then the employer has the liberty to forfeit the said Earnest Money Deposit.

9. INSPECTION OF SITE :

Every tenderer is expected to inspect the site of the proposed work and acquaint himself with the site conditions, approaches, availability of raw materials, geological and weather conditions etc. before quoting his rates. He must go through all the drawings, specifications and other tender documents.

Any further clarifications in the drawings and documents can be had from RPES, Rajajinagar Bangalore – 10.

10. QUANTUM OF WORK :

A Schedule of approximate quantities for various items accompanies this tender. This schedule is liable to alteration by deletions, deductions, or additions at the discretion of the Architect/Employer without affecting the terms of the contract or in specification attached or referred to in the contract document.

11. ALL INCLUSIVE RATES :

The contractor’s rate must be firm and include the cost of all forms of men & materials transportation of material to the site, all taxes as applicable and the fixing or placing in position for which the item of work is intended to be operated. The rates quoted by the Contractor shall be firm throughout the contract period and there shall be no upward revision of the rates quoted by the contractor for any reason whatsoever. It should be clearly understood that any claim such as extra costs, taxes, duties, Service tax, govt levy etc., shall not be entertained in any case whatsoever once the tenders are opened.

12. INTERPRETING SPECIFICATIONS :

In interpreting the specifications, the following order of decreasing importance shall be as followed:

a. Schedule of Quantities

b. Additional Conditions of contract

c. Detailed specifications

d. Drawings

e. Specifications for Civil, Electrical, Water supply and Sanitary works will be up to date corrections.

f. General Specifications.

Matters not covered by the specifications given in the contract as a whole shall be covered by the relevant Indian Standard Codes. If such codes on a particular subject have not been framed, the decision of the Architect/Employer shall be final.

13. No alterations shall be made by the tenderer in the Tender Document, instructions to the contractors, Contract form, conditions of the contract, drawings and specification and if any such alterations are made or any special conditions attached, the tender is liable to be rejected.

14. The acceptance of a tender shall rest with the Employer, who does not bind himself to accept the lowest tender and reserves to himself the authority to reject any or all the tenders received without assigning any reason(s) whatsoever.

15. The Employer reserves the right of accepting the whole or any p art of the tenders received and the tenderer shall be bound to perform the same at the rates quoted.

16. The work shall be carried out under the direction and supervision of the Employer/Architect. On acceptance of the tender, the contractor shall intimate the name of his accredited representative who would be supervising the construction and would be responsible for taking instructions for carrying out the work along with Power of Attorney.

17. The Employer/Architect’s decision with regard to the quality of the material and workmanship will be final and binding, any material rejected by the EMPLOYER/EMPLOYERS’s Authorized person or persons/Architect shall be immediately removed by the contractor.

18. VALIDITY OF TENDER: The tender should be valid for a period of 60 days from the date of opening of tenders.

19. GENERAL TERMS AND CONDITIONS:

The following conditions should be noted:

1. No tendered item can be withdrawn or modified without prior approval from the Employer.

2. The bidder should not quote differential rates for the same item. p>

3. Non-tendered items, if any, should be executed only after obtaining prior approval from the Committee.

4. Running Billing should be prepared and submitted for a minimum amount Rs. 10 lakhs or for a minimum period of one month, whichever is less.

20. RESERVATION OF RIGHTS:

The employer reserves the right to accept or reject any or all tenders, without assigning any reason.
